Speaker Bios:

Mara Campbell has nearly 25 years of state DOT experience, Mara joined CH2M in 2015 to lead and deliver performance and asset management frameworks and systems for key clients. As a leader in transportation performance management with expertise in improving organizational performance, she brings almost three decades of experience as a change agent in the development, integration, documentation, and implementation of complex systems. In addition to Mara’s change management skills, she implemented the first performance management framework at Missouri DOT, creating organizational awareness and opportunities for improvement. Mara also played a significant role at the federal level—implementing national performance measures. Mara has more than 30 years of communication, facilitation, and strategic management experience. Mara is an effective communicator, facilitator, and brings extensive experience in strategic and tactical planning. Currently, Mara serves as TRB’s Performance Management Committee chair and is active in WTS.

Glenn Rowe is a professional engineer and has worked for Pennsylvania Department of Transportation (PennDOT) for 34 years. He currently is the chief of Highway Safety and Traffic Operations. His division is responsible for creating state-wide guidance for traffic control devices, reducing fatalities, and reducing highway congestion. The division also plays a significant role in ensuring the transportation system supports the evolution of automated and connected vehicles. Glenn serves on the American Association of State Highway Transportation Officials (AASHTO) executive committee for Traffic Engineering. He is the former chair of the Northeastern Association of State Transportation Officials Highway Transport Committee.

Dan Farley is the chief of the Traffic Operations Deployment and Maintenance Section which encompasses traffic signals, work zones, and ITS design programs. He also administers the Green Light-Go and Automated Red Light Enforcement (ARLE) Funding Programs. Dan has been with Pennsylvania Department of Transportation (PennDOT) for 13 years, spending the first four years in PennDOT District 4 (Dunmore) before moving to Central Office. Dan is also a member of the National Committee on Uniform Traffic Control Devices (NCTUCD) traffic signal technical committee.
