Speaker Bios:

Mike Centi graduated from the Pennsylvania College of Technology with an A.A.S. in civil engineering and an A.A.S. in surveying technology. Before joining the Pennsylvania Department of Transportation (PennDOT), Mike worked as a surveyor and construction inspector. Mike began his PennDOT career in 2008 and started working in the signals unit in 2010. Since joining the signals unit, Mike has handled the signal responsibilities for Lancaster County. He has been involved with the design and construction phases as well as final operational inspections for new signals and retro-fit signal projects.

Silvia Scheuermann graduated from Penn State with a bachelor of science in civil engineering and a bachelor of science in surveying engineering. Silvia started her career as a highway designer for URS, working on the I-95 Girard Avenue Interchange project and also did sporadic surveying work. Silvia began her full-time career with Urban Engineers, Inc. (Urban) in 2012 as a traffic designer/analyst. At Urban, Silvia does signal design services for both temporary and permanent installations as well as analysis and data collection for various projects, including traffic impact studies and corridor signal optimization programs. Currently, Silvia is working on the signal installation for the signals in the City of Stamford—approximately 200 signals. Silvia also volunteers her time with the Women’s Transportation Seminar, Philadelphia Chapter in the Professional Development committee and the Intelligent Transportation Systems, Pennsylvania Chapter in the Student Outreach committee.

Miguel de la Riva is a senior traffic engineer manager based in Pennoni’s Mechanicsburg, Pennsylvania office. Miguel has extensive experience in the design and management of highway and traffic engineering projects. Miguel received his bachelor of science in civil engineering from the Escuela Militar de Ingenieria in 1993, and a master of science in civil engineering from Penn State in 2004. Miguel is registered in the states of Texas, Maryland, and Pennsylvania, and received his professional traffic operations engineer certification in 2012.

Patrick Son is the managing director of the National Operations Center of Excellence (NOCoE). NOCoE was created through a joint memorandum of understanding between AASHTO, ITE and ITS America and in partnership with the Federal Highway Administration (FHWA). Working in conjunction with the partners and the NOCoE Board of Directors, Patrick is responsible for developing and executing strategic initiatives, delivering a technical services program that works towards reaching the organization’s strategic goals. Focusing on improving the TSMO aspect of the transportation industry, he routinely works with state, regional, and local DOTs; partner associations; first responders; and technology companies to support the people who manage and operate the nation’s transportation system. He also manages the Enhanced Knowledge Transfer System (EKTS) that is delivered through the NOCoE website and provides integrated video, calendar, web forms, discussion forum, and a resource library that allows transportation professionals to search for and obtain the most relevant resources available. The NOCoE is funded through a FHWA co-operative agreement and voluntary state DOT contributions.
